SHORT DESCRIPTION: Request for written consent to publicly disclose certain Resource-specific data
INTENDED AUDIENCE: Qualified Scheduling Entities (QSEs) representing Resource Entities, Resource Entities (REs)
DAYS AFFECTED: February 1 – 4, 2011
LONG DESCRIPTION: During the week of January 31, 2011, the ERCOT Region experienced a weather-related event which resulted in implementation of Energy Emergency Alert (EEA) procedures under the ERCOT Protocols. As a result of the weather-related event, Electric Reliability Council of Texas, Inc. (ERCOT) has received numerous inquiries regarding Resources that tripped Off-Line at some time during February 1 – 4, 2011. ERCOT would like to be in a position to respond to these inquiries with a public list that identifies those Resources.
Section 1.3.1.1(c) of the ERCOT Protocols indicates that the “status of Resources, including Outages, limitations, or scheduled or metered Resource data” is “Protected Information” up until 60 days after the applicable Operating Day. In order to satisfy its obligations under the ERCOT Protocols, ERCOT hereby requests that Resource Entities who had Resources that tripped Off-Line at some time during February 1 – 4, 2011, give their prior written consent to the public disclosure of the following information:
1. Name of physical unit that tripped Off-Line at some time during February 1 – 4, 2011
2. Name of Resource Entity that owns or controls the unit
3. The county in which the unit is located
4. Fuel type of the unit.
ACTION REQUIRED: ERCOT requests that Resource Entities (via an officer or Authorized Representative) submit their written consent to the public disclosure of the information identified above on company letterhead to the ERCOT Legal Department by no later than Close of Business (COB) on Friday, February 11, 2011.
