SHORT DESCRIPTION:  Request for Information Regarding Plant Weatherization and Fuel Supply
INTENDED AUDIENCE:  Resource Entities (REs), Qualified Scheduling Entities (QSEs) representing Resource Entities

LONG DESCRIPTION:  On March 2, 2011, the Public Utility Commission (PUC) issued an order amending its rules to require ERCOT to conduct "[a]n assessment of the reliability and adequacy of the ERCOT system during extremely cold or extremely hot weather conditions, including information regarding steps to be taken by power generation companies and utilities to prepare their assets for extreme weather events."  See PUC Subst. Rule 25.362(i)(2)(H).  This rule became effective March 22, 2011.

In order to meet this new obligation, ERCOT finds it necessary to evaluate any existing documentation concerning the weatherization and fuel supply of each RE in the ERCOT system.  PUC Substantive Rule 25.53(c)(2) requires power generation companies to include "[a] summary of power plant weatherization plans and procedures" and "[a] summary of alternative fuel and storage capacity" in the emergency operations plans (EOPs) they maintain.

Recently, ERCOT requested that REs and QSEs submit copies of those EOPs and EOP summaries that were on file with the PUC on February 2, 2011.  See Market Notice M-A021711-01 (February 17, 2011).  However, most of the responsive submissions contained only basic summaries of weatherization procedures and/or alternative fuels information, as permitted by Rule 25.53.

Therefore, in order to ensure that ERCOT has in its possession the most detailed plans, procedures, and information presently in use, ERCOT must now request that all REs (or alternatively, QSEs representing those REs) submit the following to ERCOT Legal by April 6, 2011:


*         all current weatherization plans and procedures concerning plant availability during extremely cold or extremely hot weather events; and



*         any plans, procedures, or information addressing plant availability in the event of fuel supply disruptions, including any information concerning alternative fuel capability and alternative fuel storage capacity.


Each submission should identify by plant name and generation site code which plants are covered by the plans, procedures, or information.

This request applies to all REs (or alternatively, QSEs representing those REs) without regard to whether information responsive to this request has already been provided.  If any information responsive to this request is contained entirely in an existing EOP, then a participant may submit the portion of the EOP containing that information.  If an entity has no written plans, procedures or information responsive to this request, it should indicate that fact in its response.

If a Market Participant believes its submission, or any part thereof, is confidential, then the information should be designated as "Protected Information" in writing by the Market Participant at the time the information is provided to ERCOT Legal.  See Protocol Section 1.3.1.1(p).  Otherwise, any information will not be considered "Protected Information" under the ERCOT Protocols and will be available for public disclosure.
