SHORT DESCRIPTION:  PSS data submission clarification

INTENDED AUDIENCE:  QSEs

DAYS AFFECTED:  April 1 and April 8, 2011

LONG DESCRIPTION:  This notice provides clarification to a previous Market Notice [M-A032211-01] with additional information. In accordance with protocol, Qualified Scheduling Entities (QSEs) representing Generation Resources, providing Voltage Support Service (VSS), are required to provide Power System Stabilizer (PSS) status to ERCOT via telemetry.

If the Generation Resource has a PSS, QSEs are to send telemetry designating either "IN-SERVICE" or "OUT-OF-SERVICE" for that Generation Resource in accordance with Section 3.15.3, QSE Responsibilities Related to Voltage Support. In order to expedite QSE compliance, ICCP Change Requests are to be submitted to ERCOT no later than April 8, 2011, for the May 2, 2011, database load, in accordance with the Network Operations Model database load schedule. ICCP Change Requests for Generation Resources with PSS received after April 8, 2011, may be subject to Texas Reliability Entity (TRE) complaint.

QSEs are to provide ERCOT with a list of Generation Resources that do not currently have an operable PSS by April 1, 2011. This list should indicate whether a PSS will be added at a future date.

ACTION REQUIRED:  QSEs must provide ICCP Change Requests to add PSS telemetry designating either "IN-SERVICE" or "OUT-OF-SERVICE" by April 8, 2011, for each Generation Resource that has a PSS. A list of Generation Resources without an operable PSS is to be sent to [log in to unmask]<mailto:[log in to unmask]> by April 1, 2011.

ADDITIONAL INFORMATION:  ERCOT will be updating the ICCP Handbook to align with these requirements. A Market Notice will be sent when the updated handbook is posted to ERCOT.com. Refer to Operating Guide 2.2.6, Power System Stabilizers, for PSS requirements.
