LONG DESCRIPTION:  ERCOT is hosting a WebEx meeting on Tuesday, April 12, 2011, to review the issue observed with the High Sustained Limits (HSLs) being telemetered to ERCOT for Wind-powered Generation Resources (WGRs). As required by the Protocols, Qualified Scheduling Entities (QSEs) have implemented logic that updates the telemetered HSL for a WGR to a value equal to the actual net output of the WGR immediately following release from curtailment. This logic has resulted in larger than acceptable control and response oscillations when operating near system transmission limits. The meeting agenda will include a detailed review of the issue and proposed solutions.
