SHORT DESCRIPTION:  Change to TELHSLFLAG for QSGRs 

INTENDED AUDIENCE:  QSE Settlement Personnel

DAY AFFECTED:  April 7, 2011

LONG DESCRIPTION:  ERCOT has identified a defect in the setting of the TELHSLFLAG for Quick Start Generation Resources (QSGRs). The TELHSLFLAG is used to indicate when a QSGR is exempt from the Base Point Deviation Charge per Nodal Protocols Section 6.6.5.3(d):

(d)      Quick Start Generation Resources (QSGRs) during the 15-minute Settlement Interval(s) that includes any part of the first ten minutes after the start of the first SCED interval in which the QSGR is deployed. 

The changes have a planned production migration date of April 7, 2011, and will take effect on settlement runs for the following Operating Days:

·         April 1, 2011 – Initial

·         February 11, 2011 – Final

The corrected data for the dates listed above will be in the Settlements Inputs Data (SID) extract on April 8, 2011, and will also be reflected in the Real-Time Market Consolidated Operating Day Extract (RTM CODE) for the above Operating Days.

ERCOT is currently working to correct the data for previous Operating Days, December 1, 2010, through April 6, 2011 (with the exception of the dates listed above). Corrected data will be reflected in the next day’s SID. The corrected data will also be reflected in the RTM CODE Final and True Up for these dates, as applicable. ERCOT anticipates completing the previous Operating Day data corrections early next week.

ADDITIONAL INFORMATION:  The correction to a QSGR’s TELHSLFLAG for previous Operating Days may change the TELHSLFLAG values for all Settlement Intervals containing and surrounding the first 10 minutes in which the QSGR was dispatched.
