SHORT DESCRIPTION:  CRR application submission defects 

INTENDED AUDIENCE:  CRR Account Holders

DAY AFFECTED:  June 16, 2011

LONG DESCRIPTION:  Market Participants have experienced two issues when offering Congestion Revenue Rights (CRRs) obtained in the Balance of Year Auction, or Pre-Assigned CRR allocations, into the July 2011 Monthly CRR Auction. The root causes and corrections for the defects are being investigated, but a workaround exists for both issues. The defects are as follows:

·         Portfolios containing large numbers of SELLs do not save properly, and

·         Portfolios containing more than one SELL related to a given CRR do not save properly.

Until a correction is implemented for these defects, please ensure that your CRR portfolios contain no more than 20 SELLs and contain no more than one SELL related to a given CRR. 

For example, should a Market Participant wish to submit 50 offers, they would need to do so in three portfolios. Also, if a Market Participant had a 30 MW CRR and wished to offer 10 MW at $1/MWh, 11 MW at $2/MWh and 9 MW at $3/MWh, they would need to submit three portfolios.

ADDITIONAL INFORMATION:  Please note that the bid window for the July 2011 Monthly CRR Auction is scheduled to close today at 17:00 CDT.

Note that no issues have been observed relating to BUY submissions.
