SHORT DESCRIPTION: Implementation details of NPRR341

LONG DESCRIPTION: On June 23, 2011, ERCOT will implement Nodal Protocol Revision Request (NPRR) 341, Remove Ancillary Service Offers from SASM that do not Meet the Lead Time, which was approved by the ERCOT Board on April 19, 2011. NPRR341 ensures that an Ancillary Service offer from an Off-Line Resource will be considered in a Supplemental Ancillary Service Market (SASM) study hour only if the Resource start-up time, based on the current and the historical operational state, can be met for that study hour. Additionally, if the start-up time cannot be met for the first hour of a block offer, then the whole block offer will not be considered.

ADDITIONAL INFORMATION: Pursuant to Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
