SHORT DESCRIPTION:  REMINDER - Implementation details of NPRR282
INTENDED AUDIENCE:  QSEs with Resources
DAYS AFFECTED:  July 1 and 26, 2011
LONG DESCRIPTION:  On July 26, 2011, ERCOT will implement Nodal Protocol Revision Request (NPRR) 282, Dynamic Ramp Rates Use in SCED, which was approved by the ERCOT Board on March 22, 2011. Note that the implementation date has changed from the previously reported date of July 22, 2011 (from Notice M-A052011-01).
NPRR282 requires the use of telemetered ramp rates by the Resource Limit Calculator (RLC) in calculating the Security-Constrained Economic Dispatch (SCED) Up and Down Ramp Rates (SURAMP and SDRAMP). The SURAMP and SDRAMP are then used in the calculation of High Dispatch Limit (HDL) and Low Dispatch Limit (LDL). These telemetered ramp rates will replace the static ramp rates, which are used currently. NPRR282 requires additional Inter-Control Center Communications Protocol (ICCP) data to be provided to ERCOT by each Resource's Qualified Scheduling Entity (QSE).
ERCOT has created four new ICCP points for each Resource modeled after the existing two points for each Resource. The new ICCP points became live in the ERCOT production system on July 1, 2011. QSEs were requested to create corresponding new ICCP points in their respective systems prior to July 1, 2011.
QSEs may contact the ERCOT ICCP team at [log in to unmask]<mailto:[log in to unmask]> for information on the new points created in the ERCOT system and for any guidance in implementation of new ICCP points in their respective systems.
ERCOT intends to utilize new and live ICCP telemetry points in an internal test environment starting July 1, 2011, in preparation for migration of NPRR282 software to the ERCOT production system on July 26, 2011.
Examples of the above changes will be incorporated in the ICCP Handbook following the established ERCOT approval process for changes to the Handbook.
ACTION REQUIRED:  If not already complete, QSEs are to coordinate with their Resources to modify necessary dispatch systems and provide telemetered data to ERCOT via ICCP for each Resource's Normal Up Ramp Rate, Normal Down Ramp Rate, Emergency Up Ramp Rate and Emergency Down Ramp Rate immediately.
Removal of existing Normal Ramp Rate and Emergency Ramp Rate is planned after implementation of NPRR282 is complete.

QSEs should immediately notify their ERCOT Account Manager if the QSE has not completed the necessary dispatch system changes.
ADDITIONAL INFORMATION:  Pursuant to Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
