SHORT DESCRIPTION:  Settlement for EILS for the Contract Period of February 1 through May 31, 2011

INTENDED AUDIENCE:  QSE settlement personnel

DAYS AFFECTED:  February 1 through May 31, 2011, EILS Contract Period will be settled on the Final Settlement Statement of Operating Day June 10, 2011

LONG DESCRIPTION:  ERCOT has settled Emergency Interruptible Load Service (EILS) for the Contract Period of February 1 through May 31, 2011. The affected charge types and total payment per time period will be included in a Final Settlement Statement as indicated by the table below:

Because the February through May 2011 EILS Contract Period obligation was exhausted on February 3, 2011, at 10:00 CPT, this EILS Contract Period will be settled according to two periods. Doing so ensures that the EILS charges are assessed using only the Load Ratio Share data relative to the periods during which the service could actually be provided. The two periods are as follows:

1)    February 1 – 10:00 CPT on February 3, 2011

2)    April 1 – May 31, 2011.

Pursuant to Protocols Section 6.6.11.2(1), “For the first settlement of the EILS Contract Period as described in item (1) of Section 9.14.5, Settlement of Emergency Interruptible Load Service (EILS), LRS will be calculated using the final Load for each Operating Day in the EILS Contract Period. Final Load will be calculated according to the timing specified in item (1) of Section 9.5.5, RTM Final Statement.”

Pursuant to Protocols Section 9.14.5(1), “All disputes for the settlement of the EILS Contract Period are due ten (10) Business Days after the date that the EILS settlement was posted. ERCOT shall resolve any approved disputes upon resettlement of the EILS Contract Period, as described in Section 9.14.5(2).”
