SHORT DESCRIPTION:  New ERCOT wide exemption Flag – SHORTSCEDFLAG  

INTENDED AUDIENCE:  QSE settlement personnel

DAY AFFECTED:  December 1, 2011

LONG DESCRIPTION:  The SHORTSCEDFLAG will be used by the Settlement system to indicate if the 15-minute Settlement Interval contains a SCED interval less than four (4) minutes in duration. The Settlement Interval will have a value set to (1) one for each Settlement Interval containing a SCED interval less than (4) four minutes. The change will take effect on the Initial Settlement of Operating Day December 1, 2011.

ADDITIONAL INFORMATION:  Currently, ERCOT implements this exemption by manually setting the FQDEVFLAG to a value of three (3) in the 15-minute Settlement Interval containing the SCED interval less than four (4) minutes in duration. With the implementation of the SHORTSCEDFLAG, ERCOT will cease performing this manual process. The new SHORTSCEDFLAG does not impact the overall structure of the extracts or tables nor result in an updated DDL.

New Settlement Bill Determinant:

Format:

SHORTSCEDFLAG

 

Value Set:

1 = SCED interval that is less than four (4) minutes within the 15-minute Settlement Interval. 

 

0 = No SCED interval that is less than four (4) minute within the 15-minute Settlement Interval.

 

Application:

If the SHORTSCEDFLAG value = 1 in a 15-minute interval, there will be no Base Point Deviation penalties in that interval.

All bill determinant information including which table(s) they reside in can be found in the BILLDETERMINANT table within the Public Reference Data Extract (PRDE) posted to the Market Information System (MIS).

ACTION REQUIRED:  QSEs may modify shadow settlement systems and/or processes to utilize the new SHORTSCEDFLAG bill determinant.
