SHORT DESCRIPTION:  Implementation details for NPRR321

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  December 9, 2011

LONG DESCRIPTION:  On December 9, 2011, ERCOT will partially implement Nodal Protocol Revision Request (NPRR) 321, Allow Change to Energy Offer Curve MW Amounts in the Adjustment Period (formerly “Allow Change to Energy Offer Curve MW Amounts in the Adjustment Period for Qualifying Facilities”), which was approved by the ERCOT Board on September 20, 2011. 

NPRR321 allows a Qualified Scheduling Entity (QSE) representing a Day-Ahead Market (DAM) or Reliability Unit Commitment (RUC)-committed Resource with an Energy Offer Curve (EOC) to change the EOC for any committed Operating Hour. QSEs cannot change the Startup Offer or Minimum-Energy Offer for any Operating Hour for a DAM or RUC-committed Resource.  

This implementation will unbox the grey-boxed language in Protocol Section 4.4.9.3, Energy Offer Curve, pertaining to NPRR321.

ADDITIONAL INFORMATION:  Pursuant to Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
