NOTICE DATE: December 19, 2011 NOTICE TYPE: W-A100311-04 Operations SHORT DESCRIPTION: Final determination of RMR status for Luminant Generation Company LLC, Monticello Units 1 and 2 INTENDED AUDIENCE: ERCOT Market Participants DAY AFFECTED: December 19, 2011 LONG DESCRIPTION: On October 3, 2011, ERCOT received Notification of Suspension of Operations (NSO) for the following Generation Resources: * Luminant Generation Company LLC - MNSES_UNIT1 * Luminant Generation Company LLC - MNSES_UNIT2 On October 28, 2011, ERCOT issued Notice W-A100311-02 indicating that its initial determination required further analysis to determine if the Resources would be needed for Reliability Must-Run (RMR) Service and that a final determination would be issued by December 7, 2011. On December 7, 2011, ERCOT issued Notice W-A100311-03, stating that due to recent changes on the ERCOT System that impacted the RMR analysis, and due to the receipt of additional data from the impacted Transmission Service Provider, Oncor Electric Delivery Company LLC (Oncor), ERCOT needed additional time to assess the transmission system reliability impacts of the suspension of operations of Monticello Units 1 and 2. As required by Protocol Section 3.14.1(1), ERCOT has completed its analysis and determined that Monticello Units 1 and 2 are not needed to support ERCOT transmission System reliability (i.e., voltage support, stability or management of localized transmission constraints under first contingency criteria). ERCOT, in coordination with Oncor, has identified Pre-Contingency Action Plans (PCAPs) and Remedial Action Plans (RAPs) which will be used to ensure transmission security without the need for RMR Agreements associated with these Resources. ERCOT and Oncor will continue to finalize the details of the PCAPs and RAPs for implementation as needed. PCAPs and RAPs will be posted on the Market Information System (MIS) when finalized. Based upon this final determination, the Resources may cease or suspend operations according to the schedule in their NSOs.
