NOTICE TYPE:  R-A120711-01 Testing – Retail: Mandatory Retail Market Qualification Testing - Flight 0312 TX SET Version 4.0 and Flight Orientation Meeting Information

SHORT DESCRIPTION:  The next round of Retail Market Qualification Testing (Flight 0312) is scheduled to begin on Friday, March 23, 2012.  Successful completion of this testing effort will be required for all CRs and TDSPs.  The deadline to register for participation in Flight 0312 - Retail Market Testing is Wednesday, February 22, 2012 at 1700 CPT. 

INTENDED AUDIENCE:  CRs and TDSPs

LONG DESCRIPTION:  ERCOT, the Texas SET Working Group, and the Market Coordination Team (MCT) would like to announce that preparations are underway for the next round of Retail Market Qualification Testing, Flight 0312.  Flight 0312 will test for TX SET Version 4.0 and it is scheduled to begin on Friday, March 23, 2012.     

Testing for the TX SET V4.0 upgrade is required for all CRs and TDSPs that wish to remain certified in the ERCOT market.  Failure to successfully complete the required testing initiative will result in de-certification in the ERCOT market. 
Market Participant business names should coincide between ERCOT registration, Public Utility Commission of Texas (PUCT), and Texas Secretary of State.  Discrepancies in these names will delay ERCOT’s ability to generate certification letters after testing is complete.

As usual, testing is also required for new Market Participants (CRs and TDSPs) entering the Texas Retail Market, as well as for existing Market Participants entering new service territories, testing additional business functionality, changing service providers, changing banking information, or adding another entity to their business umbrella.

The deadline to register for participating in Flight 0312 - Retail Market Testing is Wednesday, February 22, 2012 at 1700 CPT.  Please see the registration requirements below for additional information. 

ACTION REQUIRED: 

1)     All existing CRs and TDSPs that are ONLY testing for the TX SET V4.0 upgrade will be registered for Flight 0312 by ERCOT.  ERCOT is requesting that all CRs and TDSPs review and update the contact information contained in their ERCOT Testing Worksheets (TW) prior to Flight.  The TWs can be found at: http://etod.ercot.com.  Existing CRs and TDSPs that wish to opt-out of testing and be de-certified in the ERCOT market should send an e-mail to [log in to unmask].  Existing CRs may choose to opt-out of testing SCR51 and/or SCR61 if they do not intend to use this functionality and should indicate this by sending an email to [log in to unmask]"> [log in to unmask]. 

2)    Existing CRs and TDSPs that wish to test for new service territories, additional business functionalities, changing service providers, changing banking information, adding another entity to their business umbrella, etc will need to complete the following requirements before the Flight deadline, Wednesday, February 22, 2012 at 1700 CPT:

·         Notify ERCOT of intent to test via email

o   This notification must include company legal name, company DUNS, and what the entity will be testing

o   This e-mail must be sent directly from the Authorized Representative

o   Please send this e-mail to [log in to unmask]

·         Submit an UPDATED Testing Worksheet (TW)

o   http://etod.ercot.com

 

3)     New CRs and TDSPs participating in Flight 0312 will need to complete the following requirements before the Flight deadline, Wednesday, February 22, 2012 at 1700 CPT:

 

·         Go to the D&B website at: http://www.dnb.com/us/ to apply for and receive a DUNS number.  

·         Notify ERCOT of intent to test via email

o   This notification must include company legal name, company DUNS number, and what the entity will be testing

o   This e-mail must be sent from the Authorized Representative designated on the LSE application. 

o   Please send this e-mail to [log in to unmask]

·         Apply for REP certification with the Public Utility Commission of Texas (www.puc.state.tx.us). 

o   The potential CR must have filed for PUCT certification and received a PUCT docket number before the Flight deadline.  Please forward this docket number to [log in to unmask]  

·         Submit  a completed LSE Application

o   Please note that proper company registration must be on file at the Texas Secretary of State office in order for your ERCOT LSE application to be accepted (http://www.sos.state.tx.us).

·         Complete and submit a new Testing Worksheet (TW)

4)    Please note:  Due to the amount of testing required for the Texas SET V4.0 upgrade, ad-hoc testing requests (as outlined in the TMTP – Section 3.3.3) will be handled on a case by case basis.  These requests will only be approved if the required time and resources are available.  Therefore, ERCOT highly recommends that all CRs and TDSPs register for all testing efforts by the Flight deadline, Wednesday, February 22, 2012 at 1700 CPT. 

 

ADDITIONAL INFORMATION:  ERCOT will be hosting a TX SET V4.0 Flight 0312 Orientation meeting to provide Market Participants with an overview of the upcoming testing effort as well as Production implementation information.  The meeting information is as follows:
