SHORT DESCRIPTION:  EILS/ERS procurements schedule posted for Contract Period of June 1- September 30, 2012, and ERS technical workshop scheduled for April 4, 2012.

LONG DESCRIPTION:  ERCOT has posted the Emergency Interruptible Load Service (EILS)/Emergency Response Service (ERS) procurement schedule for the June 2012 through September 2012 Contract Period to the ERCOT EILS web page at: http://www.ercot.com/services/programs/load/eils/index.html. 

The rulemaking project amending Public Utility Commission of Texas (PUCT) Substantive Rule 25.507, ERCOT Emergency Interruptible Load Service, is underway at the PUCT.  The amended rule would require ERCOT to transition the service to Emergency Response Service, and make other substantive changes to the service.  The Proposal for Adoption has been published under Project No. 39948 and is scheduled for action by the PUCT at its March 22, 2012, Open Meeting.  To align the Protocols with these anticipated rule changes, ERCOT has filed Nodal Protocol Revision Request (NPRR) 451, Implementation of New P.U.C. Subst. Rule 25.507, Electric Reliability Council of Texas (ERCOT) Emergency Response Service (ERS), (http://www.ercot.com/mktrules/issues/nprr/451-475/451/index) which is on the agenda for the March 22, 2012, meeting of the Protocol Revision Subcommittee.

A technical workshop has been scheduled for Wednesday, April 4, 2012, from 9:30 a.m. to 5 p.m. in Room 206B of the ERCOT Austin Met Center.  The workshop is designed to assist QSEs that intend to represent ERS Resources under the new market rules.  ERCOT will post an agenda to the EILS web page at www.ercot.com prior to the workshop date.  Webex and dial-in information is included below.

ERCOT will post the draft EILS/ERS Technical Requirements & Scope of Work for the upcoming Contract Period on Tuesday, March 20, 2012, and the two week comment period described in the document will begin at that time.  Any written comments received will be reviewed as part of the technical workshop on April 4, 2012.

The EILS/ERS Request for Proposal and other supporting documents will be posted in conjunction with a Market Notice scheduled to be issued on April 9, 2012.  Resource Identification information must be submitted to ERCOT by May 11, 2012.  EILS Bids and self-provision offers must be submitted to ERCOT by May 18, 2012.
