SHORT DESCRIPTION:  Implementation details of NPRR354

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  June 28, 2012

LONG DESCRIPTION:  On June 28, 2012, ERCOT will implement Nodal Protocol Revision Request (NPRR) 354, Revisions to Non-Spin Performance Criteria Language and Provision for ICCP Telemetry of Non-Spin Deployment, which was approved by the ERCOT Board on September 20, 2011.

NPRR354 clarifies the performance criteria for Non-Spinning Reserve (Non-Spin) Service deployments, adds language for provision of a Non-Spin deployment flag to Qualified Scheduling Entities (QSEs) via Inter-Control Center Communications Protocol (ICCP), and adds a requirement for Extensible Markup Language (XML) notification to all QSEs when Non-Spin is deployed.

ADDITIONAL INFORMATION:  Pursuant to Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
