SHORT DESCRIPTION:  NPRR395 posting issue and resolution

LONG DESCRIPTION:  On April 27, 2012, ERCOT implemented Nodal Protocol Revision Request (NPRR) 395, CRR Auction Offer Award Disclosure, which was approved by the ERCOT Board on December 12, 2011. NPRR395 required ERCOT to change reporting requirements including posting Congestion Revenue Right (CRR) Auction offer awards following each CRR Auction in the same manner in which CRR Auction bid awards are currently posted on the Market Information System (MIS) Public Area. The changes to auction bid and offer results postings were available for the first time last week with the publishing of the June 2012 CRR Auction posting on May 21, 2012. 

An issue was discovered with the additional posting requirement of NPRR395 to also provide the clearing prices for each CRR bid or offered in the CRR Auction. This change should have added a column to the existing “BidsAndOffers” report to include the clearing price for each bid and offer (awarded and unawarded) in the file “Common_AuctionBidsAndOffers_2012.JUN.Monthly.Auction_AUCTION”. 

As an interim solution for this auction, ERCOT has manually created an updated version of the CSV file for June’s bids and offers to include the clearing price in alignment with protocols, but it is only available on the MIS posting in the CSV report format. For next month’s auction results, the additional column will be reflected in all reports for both the CRR application report download screen and the MIS reports in both .CSV and .XML format.
