SHORT DESCRIPTION:  A resolution has been implemented for the processing issue reported on July 19, 2012.

LONG DESCRIPTION:  A resolution has been implemented for the processing issue reported on July 19, 2012. The 867_03 (05) replacement transactions are being correctly placed in the next day folders as expected. This issue impacted NIDR 867_03 transactions only.
From June 10, 2012 to July 23, 2012, a processing issue occurred when replacement 867_03 (05) transactions were submitted on the same day and for the same timeframe as 867_03 (01) cancels, causing larger than normal amounts of 26, 27 and 05 errors on 867_03 activity reports.
The 867_03 (05) transactions were being placed in both the current and next day processing streams which results in the cancel and replacement transactions being ‘canceled out’ and not processed.  This caused the 26 (01 transaction not processed - Matching 00 in same load attempt) and 27 (00 transaction not processed - Matching 01 in same load attempt) errors. When the replacement transaction processed in a subsequent batch run, the data in the settlement system was still present and the 867_03 (05) transaction failed (transaction would create an overlap).
Market participants may again submit cancels and replacements on the same day as prior to TX SET 4.0 implementation.

ERCOT has completed an initial investigation, identified the problem, and is currently working toward a resolution.
A mitigation strategy for this issue in the interim is to send 867_03 (01) cancel and subsequent 867_03 (05) replacement meter reads one day apart instead of submitting them on the same day.
