SHORT DESCRIPTION:  Procurement process for linked ERS Resource offers for both 10-Minute ERS and 30-Minute ERS Pilot for October 1, 2012, through January 31, 2013

LONG DESCRIPTION:  Recently, ERCOT issued Requests for Proposals (RFPs) soliciting offers for the October 1, 2012, through January 31, 2013, Contract Periods for both the 10-Minute Emergency Response Service (ERS) and the 30-Minute ERS Pilot. As noted in the Governing Document for 30-Minute Emergency Response Service Pilot Projects, Section 3 Eligibility, an Entity may submit separate offers to provide 30-Minute ERS and to provide 10-Minute ERS during the same Time Period. The following is a description of the process ERCOT will use to consider offers for both services from the same ERS Resource.

30-Minute ERS may be deployed as early as a declaration of Energy Emergency Alert (EEA) Level 1, while 10-Minute ERS shall be deployed no sooner than EEA Level 2. Based on this hierarchy of deployment, ERCOT will consider offers for the 30-Minute ERS Pilot first. Any dually offered ERS Resources whose offers are not procured for 30-Minute ERS will become available for consideration under 10-Minute ERS.
