SHORT DESCRIPTION:  Request for participation interest in proposed Fast-Responding Regulation Service pilot project

LONG DESCRIPTION:  Over the last couple of months, Electric Reliability Council of Texas, Inc. (ERCOT) has been working with stakeholders on the establishment of a pilot project to test a Fast-Responding Regulation Service (FRRS). ERCOT anticipates presenting the FRRS pilot project at the Technical Advisory Committee (TAC) meeting on September 6, 2012, and subsequently at the ERCOT Board of Directors meeting for review and approval.  

FRRS will be tested as a separate Ancillary Service and will require full or calculated partial deployment of a Resource’s obligated capacity within 60 cycles of a substantial deviation in system frequency or receipt of an ERCOT deployment signal. Among other things, the FRRS pilot seeks to verify whether qualified Resources can reliably deploy as required and to determine the operational value of such a service.

In order to better gauge the level of interest and a potential start date for an FRRS pilot, ERCOT respectfully requests that any interested party who may have eligible Resources to participate in such a pilot submit its contact information to [log in to unmask] by no later than August 31, 2012. Once contact information has been submitted, ERCOT will gather additional information from the interested party on the type(s) of Resource that may qualify for the pilot, the amount of MWs that may be offered into the pilot, and any other information helpful in the overall assessment of the pilot.
