SHORT DESCRIPTION:  Implementation of STARTUP and SHUTDOWN Resource Statuses for NPRR348

INTENDED AUDIENCE:  QSEs

LONG DESCRIPTION:  On August 29, 2012, ERCOT will implement Nodal Protocol Revision Request (NPRR) 348, Generation Resource Start-Up and Shut-Down process, which was approved by the ERCOT Board on September 20, 2011.
NPRR348 replaces the use of the ONTEST Resource Status for a Resource in a start up or shut down sequence. Qualified Scheduling Entities (QSEs) will now use the following Resource Statuses during start up or shut down. These Resource Statuses are to be provided through Real-Time telemetry and will not be used in the Current Operating Plan (COP).

  *   STARTUP - The Resource is On-Line and in a start up sequence and has no Ancillary Service Obligations
  *   SHUTDOWN - The Resource is On-Line and in a shut down sequence and has no Ancillary Service Obligations
At 00:00:01 CPT on Operating Day August 29, 2012, QSEs are to begin using the STARTUP/SHUTDOWN telemetry statuses for start up and shut down sequences. The current ERCOT Nodal ICCP Communications Handbook reflects these new telemetry requirements. The handbook is posted on the ERCOT website, under Services, at http://www.ercot.com/services/mdt/userguides/.
The following ERCOT Business Practice Manuals have been updated to reflect the operational changes related to the implementation of NPRR348. The manuals are located on the ERCOT website, under Market Rules, at http://www.ercot.com/mktrules/bpm/.

  *   Current Operating Plan Practices By Qualified Scheduling Entities
  *   ERCOT and QSE Operations Practices During The Operating Hour
