SHORT DESCRIPTION:  REMINDER – Implementation details for NPRR348

INTENDED AUDIENCE:  QSEs

DAY AFFECTED:  August 29, 2012

LONG DESCRIPTION:  ERCOT is implementing settlement and performance reporting changes for Nodal Protocol Revision Request (NPRR) 348, Generation Resource Start-Up and Shut-Down process, which was approved by the ERCOT Board on September 20, 2011. These changes have a planned production migration date of August 29, 2012, and will take effect on that same Operating Day.

The Monthly Resource Energy Deployment Performance Report (NP8-501-ER) will be affected by the implementation of this NPRR. There will be no changes to the structure or format of the report, but the underlying calculations have been adjusted to comply with the changes in Protocol Section 8.1.1.4.1, Regulation Service and Generation Resource/Controllable Load Resource Energy Deployment Performance. These changes will be effective with the September posting for the August data.

Settlement impacts include the addition of new flags and changes to existing flags which are noted below:

1.    New exemption flag indicating the Resource has met the following conditions for either Start-Up or Shut-Down (SUSDFLAG)

·         Anytime a Resource sends telemetry to ERCOT with a status of “STARTUP” during the 15-minute Settlement Interval

·         Anytime a Resource’s Adjusted Aggregated Base Point (AABP) is less than the average telemetered Low Sustained Limit (LSL)

2.    Replace the telemetered High Sustained Limit flag (TELHSLFLAG) with two separate exemption flags to provide market transparency for shadow settlements

·         STATUSONTEST – Resource Status of ONTEST to indicate in the Current Operating Plan (COP) and through telemetry that the Generation Resource is performing a test of its operations, either manually dispatched by the Qualified Scheduling Entity (QSE) or by ERCOT as part of the test for the 15-minute Settlement Interval

·         QSFLAG – For Quick Start Generation Resources (QSGRs) during the 15-minute Settlement Interval(s) that includes any part of the first ten minutes after the start of the first Security-Constrained Economic Dispatch (SCED) interval in which the QSGR is deployed

ACTION REQUIRED:  Implement changes to shadow settlement systems in compliance with NPRR348.
