SHORT DESCRIPTION:  Expiration of Change in Transmission Element statuses to reduce West Load Zone congestion

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  December 31, 2012

LONG DESCRIPTION:  Electric Reliability Council of Texas, Inc. (ERCOT) and Oncor Electric Delivery Company LLC (Oncor) will return the previously open equipment to their normal positions. ERCOT previously issued Market Notice W-A091212-01 informing Market participants of the need to implement a temporary equipment status change. ERCOT has reviewed the existing operations plan to change the Transmission Element status of switch 3072 and 3056 at Odessa North (ODNTH) and breaker 11340 at Moss Switch and determined this equipment status change is not necessary at this time. This equipment status change had the impact of opening the transmission line between Odessa North - Odessa 138 kV (6475_F) and Odessa Southwest - Moss Switch 138 kV (6500_D). ERCOT has determined that restoring the equipment to the normal positions will provide local area support at this time. Additionally the congestion at the Odessa and Midland areas is expected to be manageable within the Security Constrained Economic Dispatch (SCED) for the forecasted loads in the short term. Therefore on December 31, 2012, the equipment status change will expire.

ADDITIONAL INFORMATION:  ERCOT will continue to evaluate the need for switching to help manage congestion and ensure that it is resolvable within SCED. It is anticipated that switching may be necessary at a system load of approximately 50,000 MW.

ERCOT will send a Market Notice when and if it identifies the need to return to an equipment status change for the area in the future.
