SHORT DESCRIPTION: Submission of EOPs, weatherization plans, and updates

LONG DESCRIPTION: On December 11, 2012, the ERCOT Board of Directors (Board) approved Nodal Protocol Revision Request (NPRR) 473, Process for Submission of Generation Resource Weatherization Information. Among other things, NPRR473 requires Resource Entities to submit Emergency Operation Plans (EOPs), weatherization plans, and updates to ERCOT. Plan updates must be submitted "within 30 days after such updates take effect." See paragraphs (1) and (2) of Section 3.21, Submission of Emergency Operations Plans, Weatherization Plans, and Declarations of Summer and Winter Weather Preparedness.
As ERCOT previously represented to the Technical Advisory Committee (TAC), ERCOT will not require submission of updates until January 31, 2013, which is 30 days after the NPRR's effective date of January 1, 2013. Resource Entities that have not previously submitted an EOP or weatherization plan should submit those plans by January 31, 2013.
ACTION REQUIRED: All plans, updates, and declarations of completion of weatherization preparations should be submitted to ERCOT via email at [log in to unmask]<mailto:[log in to unmask]>.
Due to the January 1, 2013, effective date of NPRR473, the first declarations will be due no earlier than May 1, 2013, and no later than June 1, 2013, in order to address weather preparedness during the summer time period (June through September 2013). A Market Notice will be sent in April 2013 to remind Market Participants of this obligation.
