SHORT DESCRIPTION:  Implementation details for NPRR469 and NPRR472

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  February 12 and 14, 2013

LONG DESCRIPTION:  On February 12, 2013, ERCOT will implement Nodal Protocol Revision Request (NPRR) 469, Modifications to CCTs, and NPRR 472, Implementation Clarifications for Consideration of DC Tie Lines and Outages in CCTs and Modification to the Long Term CCT (formerly "Implementation Clarifications for Consideration of DC Tie Lines and Outages in CCTs").  The first Operating Day that will be impacted by the implementation of these NPRRs in February 14, 2013.

NPRR469, which was approved by the ERCOT Board on July 17, 2012, improves the process for determining Competitive Constraints and non-Competitive Constraints. NPRR469 was partially implemented on August 1, 2012, and the implementation will be complete with the implementation of revision language in the following Protocol Sections on February 12, 2013.

*         Section 3.19.3, Daily Competitiveness Test

*         Section 6.5.7.3, Security Constrained Economic Dispatch

NPRR472, which was approved by the ERCOT Board on September 18, 2012, changes some of the language that was approved as part of NPRR469 in regards to how Direct Current Tie (DC Tie) lines are considered in Constraint Competitiveness Tests (CCTs) and to remove planned transmission and Resource Outages from the Long-Term CCT.

ADDITIONAL INFORMATION:  Pursuant to Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
