SHORT DESCRIPTION:  Incorrect Non-Spin Deployment Message Format on April 5, 2013

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  April 5, 2013

LONG DESCRIPTION:  On April 5, 2013 at 06:57, ERCOT manually deployed 532.6 MW of Non-Spin due to diminishing reserve levels. The deployment ended at 08:00. Following the deployment, it was discovered that the format of the XML deployment messages had changed with the implementation of SCR768 on February 14, 2013. Specifically, the seconds were dropped from BEGIN_TIME and END_TIME and the first decimal place value of DEPLOY_MW was removed when the MW value was an integer. The change to the format of the XML messages was unintentional. This change in format may have resulted in the inability of Market Participant software to process the deployment messages, and therefore not respond to the instructions to deploy Non-Spin.

Any Market Participant that did not respond to Non-Spin deployment instructions on April 5, 2013 should contact their Account Manager to discuss whether an exemption from the requirements of Protocol Section 6.5.7.6.2.3, Non-Spinning Reserve Service Deployment, and Section 8.1.1.4.3, Non-Spinning Reserve Service Energy Deployment Criteria, is appropriate.

ERCOT has since made a software release to its systems to restore the message format to the format used prior to SCR768 implementation. Note that SCR768 remains implemented and that the only change was to restore the message format. No changes should be required to Market Participant systems that correctly processed Non-Spin deployment messages prior to February 14, 2013.
