SHORT DESCRIPTION: REMINDER - Implementation details for NPRR416, Creation of the RUC Resource Buyback Provision

INTENDED AUDIENCE: ERCOT Market Participants

DAY AFFECTED: September 23 - 27, 2013

LONG DESCRIPTION: Between September 23 - 27, 2013, ERCOT will implement Settlement changes for Nodal Protocol Revision Request (NPRR) 416, Creation of the RUC Resource Buyback Provision, which was approved by the ERCOT Board on July 17, 2012.

This change does not impact the extracts or result in an updated DDL.

Settlement eligibility for the RUC Resource Buyback provision shall be determined independently for each Operating Day.

Note the following Settlement Bill Determinant change:

RUC Buy-Back hours will be communicated to the Market via the current RUC Bill Determinant with an hourly value of five <5> for each RUC-committed hour found eligible for the RUC Resource Buyback Provision.
RUC hourly values of five <5> will be considered not RUC-Committed for Settlement purposes.

Settlement impacts include changes to the following calculations:

RUC calculation of Revenue Less Costs During QSE-Clawback Intervals (RUCEXRQC) -- RUC Buy-Back hours are included in the process to determine if a Settlement Interval is a QSE Clawback Interval (QCLAW).

ADDITIONAL INFORMATION: Pursuant to Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.

ACTION REQUIRED: Market Participants will need to implement changes to shadow settlement systems in compliance with NPRR416.
