NOTICE DATE: August 29, 2013 NOTICE TYPE: M-B113012-03 NPRR SHORT DESCRIPTION: Additional Implementation details for NPRR416, Creation of the RUC Resource Buyback Provision (formerly "Removal of the RUC Clawback Charge for Resources Other than RMR Units") INTENDED AUDIENCE: ERCOT Market Participants DAYS AFFECTED: September 23 - 27, 2013 LONG DESCRIPTION: Between September 23 - 27, 2013, ERCOT will implement Nodal Protocol Revision Request (NPRR) 416, Creation of the RUC Resource Buyback Provision (formerly "Removal of the RUC Clawback Charge for Resources Other than RMR Units"), which was approved by the ERCOT Board on July 17, 2012. This NPRR adds a buy-back provision for Resources committed by ERCOT's Reliability Unit Commitment (RUC) process that allows all RUC Clawback Charges associated with the RUC commitment to be waived and RUC Make-Whole Payments to be forfeited. An additional resource status, ONOPTOUT, is being created as part of the implementation of this NPRR. The updated EIP External Interfaces Specification document and External Web Services XSD have been posted at http://www.ercot.com/services/mdt/xsds/. This NPRR also requires ERCOT to post to the Market Information System (MIS) Secure Area a report identifying those hours that were considered as RUC Buy-Back Hours. This new report will be posted hourly on the MIS on the Grid-Generation landing page, in the Reliability Unit Commitment portlet. Further information on the new report is provided in the table below.
