LONG DESCRIPTION:  The Market Operations Test Environment (MOTE) will be available from September 4, 2013 to September 19, 2013 for QSEs testing the use of ERCOT Web Services to submit seasonal Outages for their Generation Resources.  The Testing Guide is attached.

SHORT DESCRIPTION:  Implementation of NPRR514, Seasonal Generation Resource (Revision to the Outage Scheduler entry for 'Nature of Work')

LONG DESCRIPTION:  From September 23 - 29, 2013, ERCOT will implement the changes to the Outage Scheduler for Nodal Protocol Revision Request (NPRR) 514, Seasonal Generation Resource, which was approved by the ERCOT Board on May 14, 2013.
This NPRR creates a new variation of ERCOT's existing mothball process to allow Resource Entities to operate their Facilities during summer peak Load periods without having to go through the existing mothballing process each year.  This NPRR allows a Resource Entity to designate that its Generation Resource will operate only on a seasonal basis (i.e., at least during the period June 1 to September 30); and requires a QSE to enter an Outage in the Outage Scheduler for the timeframe their Generation Resource is mothballed (i.e. October 1 to May 31).  To allow a QSE to indicate this Outage is for a seasonal mothballed Generation Resource, a new Nature of Work was added to the Outage Scheduler Nature of Work drop down list for the QSEs. Upon implementation in the Outage Scheduler, a QSE submitting an Outage on a seasonal mothballed Generation Resource for the off season will need to indicate the Nature of Work as "Seasonal Resource".

ACTION REQUIRED:  QSEs using ERCOT Web Services (EWS) that plan on submitting seasonal Outages on their Generation Resources will need to select "Seasonal Resource" as the Nature of Work.  The MOTE system is currently planned to be available for QSE testing from September 3, 2013 - September 19, 2013.  A Testing Guide will be supplied prior to these dates.
ADDITIONAL INFORMATION:  Pursuant to Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
