SHORT DESCRIPTION:  Reminder of Obligation to Designate or Submit Generation Resource Weatherization Plan and to Provide Plan Updates

INTENDED AUDIENCE:  Resource Entities with Generation Resources

LONG DESCRIPTION:  Paragraph (2) of ERCOT Protocols Section 3.20, Submission of Emergency Operations Plans, Weatherization Plans, and Declarations of Summer and Winter Weather Preparedness, requires that, for each emergency operations plan submitted, a Resource Entity “shall either specifically designate which portions of the [emergency operations] plan address weatherization, or shall separately submit a weatherization plan.”  This obligation was introduced by Nodal Protocol Revision Request (NPRR) 473, Process for Submission of Generation Resource Weatherization Information, which took effect on January 1, 2013.

Many Resource Entities have yet to comply with this requirement.  Some Resource Entities have submitted emergency operations plans, but have not strictly complied with the Protocols’ requirement  either by designating which section of the emergency operations plan pertains to weatherization practices or by separately submitting a weatherization plan.   

ERCOT Operations staff will be referring to these weatherization plans as they conduct site visits of selected plants beginning this December.  ERCOT requests that all Resource Entities that have not previously complied with the requirements of Protocols Section 3.20 submit, by November 15, 2013, either a designation of the specific portion of each Generation Resource’s emergency operations plan pertaining to weatherization or a separate weatherization plan.  Each submission should explicitly identify the Generation Resources to which the submission applies. Failure to comply with the Protocols’ requirement to submit or designate a weatherization plan may be reported to the Texas Reliability Entity or the Public Utility Commission of Texas.

Resource Entities are also reminded of their ongoing obligation under paragraph (2) of Protocols Section 3.20 to provide any updated weatherization plans to ERCOT within 30 days after such updates take effect. 

ACTION REQUIRED:  Each Resource Entity that has neither submitted a weatherization plan for each of its Generation Resources nor designated the portion of each Resource’s emergency operations plan pertaining to weatherization should, by November 15, 2013, provide that designation or submission to ERCOT via email at [log in to unmask].
