SHORT DESCRIPTION: Implementation of maximum shadow prices for irresolvable non-competitive constraints in SCED

LONG DESCRIPTION:
ERCOT Business Practice, Setting the Shadow Price Caps and Power Balance Penalties in Security Constrained Economic Dispatch, Section 3.6.2 requires ERCOT to periodically review each constraint previously determined irresolvable
by Security Constrained Economic Dispatch (SCED) and determine (1), if the constraint has become SCED resolvable, and, if not, (2) re-determine the Shadow Price for a constraint that continues to be irresolvable by SCED.
Effective January 1, 2014, the following changes to the set of constraints that are consistently irresolvable by SCED will be made:

Section 3.6 of the business practice document requires a 30-day notice before the shadow price caps for SCED resolvable constraints are reset to their default values. Due to this requirement, the identified constraints will have their shadow
price caps changed on January 1, as indicated in the previous table, before being reset to their default shadow price cap values on January 29.
ADDITIONAL INFORMATION: Per Section 3.6.3 of the business practice document, the net margin values for all of the above listed constraints will also be reset to zero on January 1, 2014.
