SHORT DESCRIPTION:  Implementation details for NPRR564

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  February 1, 2014

LONG DESCRIPTION:  On February 1, 2014, ERCOT will partially implement Nodal Protocol Revision Request (NPRR) 564, Thirty-Minute Emergency Response Service (ERS) and Other ERS Revisions, which was approved by the ERCOT Board on November 19, 2013.

NPRR564 introduces a 30-minute ERS product and makes the following additional changes to ERS:

·         Introduces Settlement based on a clearing price instead of individual Qualified Scheduling Entity (QSE) offer price

·         Introduces payment reductions for non-performance in a single ERS Standard Contract Term but removes mandatory suspensions

·         Clarifies obligations of ERS Resources when deployments cross over multiple ERS Time Periods

·         Authorizes ERCOT to provide times and dates of particular Resource deployments to QSEs in order to allow them to analyze past performance of newly acquired ERS sites

·         Prohibits participation by sites associated with Dynamically Scheduled Resources (DSRs)

·         Clarifies that ERS Generators and ERS Loads are to be evaluated together when an ERS Generator is providing backup to an ERS Load

ERCOT will not begin posting the ERS QSE-level Payment Details Report listed in grey-boxed item (3)(n) of Protocol Section 3.14.3.4 and will not modify the report names listed in that section until system changes are implemented at a later date. 

ADDITIONAL INFORMATION:  Pursuant to Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation of any NPRR that is not implemented on the first day of the month following Board approval of the NPRR.
