LONG DESCRIPTION:  On November 27, 2013, ERCOT posted an updated study report on the East Texas Generic Transmission Limit (GTL) report as communicated in Market Notice W-A112713-02, below.  ERCOT has performed an additional analysis to determine whether opening the generator breaker of a particular seasonally operated Generation Resource impacted by this GTL improves the stability limit in East Texas when the Generation Resource commences operations in its Seasonal Operation Period. Similar to the previous assessment, the additional study indicated that there is no stability limit when the relevant generator breaker is open and the Generation Resource is operating.
The GTL will remain in the model and its value will be set to a high level during these conditions when the relevant generator breaker is open.  ERCOT has posted the updated study report information in the Generic Transmission Limits portlet on the Transmission page of the MIS Secure Area<https://mis.ercot.com/pps/tibco/mis/Pages/Grid+Information/Transmission>.

SHORT DESCRIPTION:  Posting of updated East Texas Stability Study Report (East Texas GTL)

LONG DESCRIPTION:  On November 27, 2013, ERCOT posted the East Texas Generic Transmission Limit (GTL) study report as communicated in Market Notice W-A112713-01 below.  ERCOT has since received comments from Market Participants as requested and has performed an additional study as a result of those comments based on the Seasonal Operation of one of the units impacted by this GTL. The additional study indicated that there is no stability limit on the feasible level of transfer across the defined GTL as long as a specific generator-owned breaker is open during the seasonal mothball of the unit.  To take advantage of this condition, this generator-owned breaker will be operated as normally-open during the seasonal mothball of the associated unit. The GTL will remain in the model, and the value of the limit will be set appropriately.
ERCOT has posted the updated study report information in the Generic Transmission Limits portlet on the Transmission page of the MIS Secure Area<https://mis.ercot.com/pps/tibco/mis/Pages/Grid+Information/Transmission>. ERCOT currently plans to implement the updates to the East Texas Generic Transmission Limit (GTL) SOP-110 beginning with Operating Day February 3, 2014.

ADDITIONAL INFORMATION: Per Nodal Protocol Section 3.10.7.6(2), Market Participants may review and comment on ERCOT's methodology for determination of a GTL and ERCOT must post the comments with the information associated with the subject GTL within seven days following receipt of any comments.
The East Texas Stability Study Report has been posted under "Generic Transmission Limits Methodology" in the Generic Transmission Limits portlet on the Transmission page of the MIS Secure Area<https://mis.ercot.com/pps/tibco/mis/Pages/Grid+Information/Transmission>. An ERCOT Digital Certificate is required to access the MIS Secure Area.

Per Nodal Protocol Section 3.10.7.6(2), ERCOT is posting the study report information for determination of this GTL on the Market Information System (MIS) Secure Area.
Comments on the East Texas GTL study report should be submitted by December 11, 2013 via e-mail to [log in to unmask]<mailto:[log in to unmask]> using the attached comment form. ERCOT currently plans to implement the revised East Texas Generic Transmission Limit (GTL) SOP-110 beginning with Operating Day December 18, 2013.
