SHORT DESCRIPTION:  Implementation details for NPRR532, NPRR555 and NPRR591

DAY AFFECTED:  June 1, 2014

LONG DESCRIPTION:  On June 1, 2014, ERCOT will implement Nodal Protocol Revision Request (NPRR) 532, Performance Measurement and Verification and Telemetry Requirements for Load Resources Providing Non-Spin and NPRR555, Load Resource Participation in Security-Constrained Economic Dispatch and NPRR591 As-Built Clarification and Corrections Related to NPRR568 and NPRR555.  NPRR532 enables participation in the Non-Spinning Reserve (Non-Spin) Service market for Load Resources.  NPRR555 and NPRR591 enable Demand response from Controllable Load Resources, as re-defined, to be Dispatched by Security-Constrained Economic Dispatch (SCED) based on a Real-Time Market (RTM) Energy Bid. 

New ICCP Telemetry Points:

 

NPRR555 adds the following new telemetry points to communicate Controllable Load Resources “Resource LMP”, “SCED Base Point”, “Updated Desired Base Point (UDBP)” and Congestion Flag values to the market using Inter-Control Center Communications Protocol (ICCP). Similar to the Generating Resources, Controllable Load Resources Updated Desired Base point (UDBP) is a linear interpolation from the current UDBP to the new SCED CLR base point over base point ramp duration. Controllable Load Resources Congestion Flag indicates that SCED has dispatched a CLR available for SCED dispatch below HDL similar to the one used for Generation Resource.  For any questions, please contact Client Services to get the ERCOT ICCP Support team help.

The following Resource Statuses for Load Resources are to be used for Current Operating Plan (COP) and/or Real-Time telemetry purposes for NPRR555:

·         ONRGL – Available for Dispatch of Regulation Service by Load Frequency Control (LFC) and, for any remaining Dispatchable capacity, by SCED with an RTM Energy Bid;

·         ONCLR – Available for Dispatch of Response Reserve (RRS) Service, Non-Spinning Reserve Service or for energy as a Controllable Load Resource by SCED with an RTM Energy Bid;

·         ONRL – Available for Dispatch of under-frequency relay-type RRS Service; and

·         OUTL – Not available;

New Market Submission Type:

The type will appear in the Market Manager under the “Resource-Specific” tab, and the XML format is specified by the attached XSD documents. The MOTE environment will be available for testing submissions starting on Tuesday, April 29, 2014.

ADDITIONAL INFORMATION:  Pursuant to Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation of any NPRR that is not implemented on the first day of the month following Board approval of the NPRR.
