SHORT DESCRIPTION: Corrections to the assignments of Loads to NOIE and Competitive Load Zones in the Network Operations Model

LONG DESCRIPTION: The tables below list corrections to the assignments of Loads to Non-Opt-In Entity (NOIE) and Competitive Load Zones and net MW changes to Load Zone totals based on the current hot weather load distribution factors. These corrections will have an effective date of June 11, 2014 to coincide with an update to the Network Operations Model.

Some Loads have had incorrect Load Zone assignments since Nodal Go-Live (12/01/10) that resulted from the initial modeling during the transition from Zonal Congestion Management Zones to Nodal Competitive Load Zones. Other Loads were subsequently introduced with incorrect Load Zone assignments. The total of the Load quantities that were assigned incorrectly to a Load Zone is 109.5 MW for the analysis shown in the table above but will vary by the hour and season.

The incorrect Load to Load Zone assignments impacted the results of the price calculations for the Day-Ahead Market (DAM) and Real-Time Market (RTM) and flow calculations for the Congestion Revenue Right (CRR) Auctions and the DAM for some intervals since Nodal Go-Live. However, ERCOT will not perform any price corrections because the error does not meet the criteria described in Protocol Sections 4.5.3(4) and 6.3(4). Lastly, the incorrect assignments of Loads to NOIE and Competitive Load Zones did not have an impact on the MWh quantities allocated to NOIE Load Zones for energy Settlements.

ERCOT will ask that this matter be placed on the May 29, 2014 Technical Advisory Committee (TAC) agenda to discuss in further detail and answer any questions.
