NOTICE TYPE:  M-B050214-01 Outage – Wholesale

SHORT DESCRIPTION:  Real-Time Market application outage during database upgrade

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  May 8, 2014, 17:35 – 18:35 CDT

LONG DESCRIPTION:  ERCOT will be completing a database upgrade between 17:35 and 18:35 CDT on Thursday, May 8, 2014. The Market Management System (MMS) applications will be unavailable for up to 1 hour during this database upgrade.

Note that the 1 hour outage is scheduled to begin at approximately 17:35 CDT; however, this start time may be delayed depending on the system conditions at that time. A Hotline call will be made to Market Participants to announce the start of the outage, and another Hotline call will be made at the completion of the outage.

During the outage:

·         Basepoints from SCED will not be created. QSEs with Resources will be required to follow Emergency Base Points from Load Frequency Control.

·         SCED Real-Time Locational Marginal Price (LMP) will not be calculated and published.

·         The 15-minute Real-Time Settlement Point Price (RTSPP) will not be calculated and published during the outage period. The MMS will calculate and publish the RTSPP for the outage period afterwards once the outage is completed.

·         18:00 HRUC may be impacted.

·         Market Submissions via Market Manager, Outage Scheduler and Web Services will be available during this outage period.

·         The MIS Dashboards and ERCOT.com price displays will not be populated with data during this timeframe. The following reports will be unavailable for the duration of the outage.  

·         SCED and RTD Reports

·         State Estimator Reports

·         NSA Active and Inactive Constraint Reports

·         Real-Time Dynamic Rating Data Reports

ACTION REQUIRED:  QSEs with Resources will need to follow Emergency Basepoints during the outage. All QSEs need to be aware of the timeline changes in HRUC.
