NOTICE DATE: October 6, 2014
NOTICE TYPE: M-A081514-02 NPRR
SHORT DESCRIPTION: Implementation details for NPRR527
INTENDED AUDIENCE: ERCOT Market Participants
DAY AFFECTED: November 1, 2014
LONG DESCRIPTION: On November 1, 2014, ERCOT will implement Nodal Protocol Revision Request (NPRR) 527, Required Combined Cycle Telemetry for Operational Awareness and PDCWG Analysis, which was approved by the ERCOT Board on November 19, 2013.
This NPRR requires Qualified Scheduling Entities (QSEs) to telemeter Non-Frequency Responsive Capacity (NFRC) MW included in the Resources real-time telemetered High Sustainable Limit (HSL) via Inter-Control Center Communications Protocol (ICCP). QSEs representing Combined Cycle Generation Resources will be required to provide new Real-Time telemetry for NFRC to ERCOT for each Combined Cycle Generation Resource. NPRR527 allows the Performance, Disturbance, Compliance Working Group (PDCWG) to accurately measure the Primary Frequency Response of a Combined Cycle Generation Resources for each Measurable Event.
Beginning November 1, 2014, ERCOT will start using the telemetered NFRC MW while generating PDCWG disturbance reports for measurable events.
ADDITIONAL INFORMATION: Pursuant to Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.

NOTICE TYPE: M-A081514-01 Operations
SHORT DESCRIPTION: Preparations for implementation of NPRR527 - ERCOT will be ready to receive required Combined Cycle Telemetry for Operational Awareness and PDCWG Analysis on September 10, 2014.
INTENDED AUDIENCE: QSEs and Resource Entities
DAY AFFECTED: September 10, 2014
LONG DESCRIPTION: On September 10, 2014, ERCOT will complete its portion of the implementation of Nodal Protocol Revision Request (NPRR) 527, Required Combined Cycle Telemetry for Operational Awareness and PDCWG Analysis.
NPRR527 allows the Performance, Disturbance, Compliance Working Group (PDCWG) to accurately measure the Primary Frequency Response of individual components of Combined Cycle Generation Resources while using ERCOT collected data necessary to analyze each Measurable Event. Qualified Scheduling Entities (QSEs) representing Combined Cycle Generation Resources will be required to provide new Real-Time telemetry for Non-Frequency Responsive Capacity (NFRC) to ERCOT for each Combined Cycle Generation Resource. ERCOT will be ready to receive this new telemetry point from QSEs on September 10, 2014.
ERCOT Staff will solicit input on the implementation of NPRR527 at the August 21st PDCWG<http://www.ercot.com/calendar/2014/08/20140821-PDCWG> meeting and the August 26th QSE Managers Working Group (QMWG<http://www.ercot.com/calendar/2014/08/20140826-QMWG>) before setting a deadline for QSEs to provide the telemetry required by NPRR527. A follow up Market Notice will be sent with the timeline for full implementation and unboxing of Protocol language for NPRR527 at a later date. The ERCOT Nodal ICCP Communication Handbook will also be revised to incorporate the additional telemetry requirement for NFRC.
ADDITIONAL INFORMATION: NPRR527<http://www.ercot.com/mktrules/issues/nprr/526-550/527> and associated documents can be found on the ERCOT website.
Information on upcoming releases can be found on the Project Priority List<http://www.ercot.com/services/projects/index.html> (PPL).
