SHORT DESCRIPTION: Implementation details for NERC BAL-TRE-001

LONG DESCRIPTION: On December 8, 2014, ERCOT will implement new NERC Regional Reliability Standard BAL-TRE-001, which is intended to maintain Interconnection steady-state frequency within defined limits.
Among other things, BAL-TRE-001 requires ERCOT to calculate various frequency response parameters and to publicly report these values.
In order to calculate these values in accordance with the new standard, ERCOT will begin collecting additional data from steam-powered Generation Resources. The Resource Asset Registration Form (RARF)
will soon be amended to require 13 new fields in the Parameters – Gen tab: six pairs of pressure/MW data and one constant. ERCOT will email new pre-populated RARFs to Resource Entities with steam powered generation during the week of December
8-15, 2014.
Resource Entities with Combustion Turbines, Combined Cycle, Wind, Hydro, and other renewables are not required to provide any additional data and will not receive a new RARF form. If throttle pressure curve data was provided to ERCOT in
response to ERCOT’s recent Request for Information (RFI), the pre-populated RARF that ERCOT sends will be populated with this data, and no further action is necessary. If the data is blank, then the RARF must be completed and submitted immediately.
Once ERCOT implements this change to the Generation RARF on December 8, 2014, no RARF Generation forms of the previous version can be processed.
Additionally, effective December 12, 2014, ERCOT will add five new report links to the Market Information System (MIS) and three public links to ERCOT.com in support of the new manual reports required by BAL-TRE-001:
