SHORT DESCRIPTION:  Market Management and Outage Scheduler Systems/Applications Outage during MMS/OS Tech Refresh Project Production Cutover
INTENDED AUDIENCE:  ERCOT Market Participants
DAY AFFECTED:  March 25 2015, 15:25 - 17:20 CDT
LONG DESCRIPTION:  ERCOT will be performing Market Management and Outage Scheduler (MMS/OS) systems and database upgrade to newer hardware and software versions as part of MMS/OS Tech Refresh Project Production Cutover between 15:25 and 17:20 CDT on Wednesday, March 25, 2015.
Note that the MMS/OS Systems/Applications outage scheduled to begin at approximately 15:25 CDT; however, this start time may be delayed depending on the system conditions at that time. A Hotline call will be made to Market Participants to announce the start of the outage, and another Hotline call will be made at the completion of the outage.
During the outage windows:

*        MMS - SCED/Look Ahead SCED Applications will be unavailable for up to 1 hour 30 minutes during this upgrade process between 15:36 - 17:10 CDT.

*        MMS-16:00 HRUC Application will be unavailable, 17:00 HRUC may be impacted.

*        Outage Scheduler (OS) applications will be unavailable for Outage Submissions for QSE's and TSP's.

*        Base points from SCED will not be created. QSEs with Resources will be required to follow Emergency Base Points from Load Frequency Control.

*        Market Submissions via Market Manager, Outage Scheduler and Web Services will be unavailable for up to 1 hour 50 minutes.

*         Market Participant notifications will be unavailable.

*         Market Participant Identity Management (MPIM) application will be unavailable for Market Participants to create certificates.

*        SCED Real-Time Locational Marginal Price (LMP) will not be calculated and published

*        The Real Time Reserve Price Adders for On-Line and Off-Line Reserves will not be calculated and published.

*        The following reports will not be published for the duration of the outage.  Any reports that can be rerun after the outage will be posted on the MIS.

*        SCED and RTD Reports:

o   RTD Indicative LMPs by Resource Nodes, Load Zones and Hubs, NP6-970-CD

o   RTD Indicative Total Available Reserves and Price Adders Based on ORDC, NP6-325-CD

o   SCED Total Available Reserves and Price Adders Based on ORDC, NP6-323-CD

o   SCED System Lambda, NP6-322-CD

o   Summary Report of HDL and LDL, NP6-915-CD

o   QSE Ancillary Services Capacity Monitor, NP8-143-CD

o   LMPs by Electrical Bus, NP6-787-CD



o   LMPs by Resource Nodes, Load Zones and Trading Hubs, NP6-788-CD

*        NSA Active Constraint, NP6-6-CD

*        NSA Inactive Constraint, NP5-911-CD

*        State Estimator Reports

*        Real-Time Dynamic Rating Data, NP6-215-CDThe 15-minute Real-Time Settlement Point Price (RTSPP) will not be calculated and published during the outage period (Settlement Point Prices at Resource Nodes, Hubs and Load Zones, NP6-905-CD). MMS will calculate and publish the RTSPP for the outage period afterwards once the outage is completed. The 15-minute Real-Time Reserve Prices for On-Line Reserves and Off-Line Reserves will not be calculated and published during the outage period. MMS will calculate and publish the Real-Time Reserve Prices for the outage period afterwards once the outage is completed.

*        Components of the External Web Services (EWS) will be unavailable

*         Components of the ERCOT Market Information System (MIS) will be unavailable, including:
o   Report publishing, and retrieval

*        The MIS Public Dashboards and price displays will not be updated with data during this timeframe.  Dashboards graphs that display both actual and forecasted line data will be affected.

*        The ERCOT Mobile application data and graphs will not be updated during the outage.
ACTION REQUIRED:  QSEs with Resources will need to follow Emergency Basepoints during the outage. All QSEs need to be aware of the timeline changes in HRUC.
