SHORT DESCRIPTION:  BAL-001-TRE-1 Primary Frequency Response (PFR) Responsibility Exemption process

INTENDED AUDIENCE:  Resource Entities, Qualified Scheduling Entities

DAY AFFECTED:  April 1, 2015

LONG DESCRIPTION:  ERCOT will begin scoring performance of Generation Resources in accordance with the new NERC Regional Reliability Standard BAL-001-TRE-1 for every Frequency Measurable Event (FME) that occurs on or after April 1, 2015.   

Requirements 9 and 10 in the BAL-001-TRE-1 standard allow a Generation Resource to request an exclusion for the initial and sustained PFR scores computed for an FME using the methodology specified in this standard.

For a Generation Resource to be considered for exclusion:

·         A Qualified Scheduling Entity (QSE) or Resource Entity (RE) must submit to [log in to unmask], via email, a request for exclusion for each Generation Resource’s Primary Frequency Response performance during a specific Frequency Measurable Event (FME).

·         The QSE or RE must submit adequate supporting evidence for the requested exclusion.

·         The exclusion may be submitted at any time after the FME has occurred, but no later than 10 calendar days after the reports for Requirement 2 that contain these PFR scores for the FME are published on the MIS.

·         If the exemption request is approved, ERCOT Compliance will notify the requesting QSE or RE and the Texas RE for exclusion from scoring for the FME.

·         If the exemption is not approved, ERCOT Compliance will notify the requesting QSE or RE.
