SHORT DESCRIPTION:  Reminder - Implementation details for NERC BAL-001-TRE-1
INTENDED AUDIENCE:  Resource Entities, Qualified Scheduling Entities
DAY AFFECTED:  October 1, 2015
LONG DESCRIPTION:  On April 1, 2015, ERCOT began scoring performance of each Generation Resource in accordance with the new NERC Regional Reliability Standard BAL-001-TRE-1.  Under the approved Implementation Plan for BAL-001-TRE-1, at least 50% of the resources controlled by each NERC-registered Generator Owner (GO) were to comply with the governor droop and deadband requirements by April 1, 2015.  All other units must comply with these requirements by October 1, 2015.
This notice is a reminder of the October 1, 2015 deadline to ensure all remaining resources have considered any necessary adjustments to their governor droop and deadband and to reflect those operational changes with an updated submission from the Resource Entity of the Resource Asset Registration Form.

SHORT DESCRIPTION:  Implementation details for NERC BAL-001-TRE-1
INTENDED AUDIENCE:  Resource Entities, Qualified Scheduling Entities
DAY AFFECTED:  April 1, 2015
LONG DESCRIPTION:  On April 1, 2015, ERCOT will begin scoring performance of each Generation Resource in accordance with the new NERC Regional Reliability Standard BAL-001-TRE-1.  This standard is intended to ensure that Interconnection frequency can be maintained within defined limits.
Under the approved Implementation Plan for BAL-001-TRE-1, at least 50% of the resources controlled by each NERC-registered Generator Owner (GO) must comply with the governor droop and deadband requirements by April 1, 2015.  All units must comply with these requirements by October 1, 2015.
On February 24, 2015, ERCOT sent each GO's compliance contact a form to declare which resources would be subject to compliance with the governor deadband and droop setting requirements of BAL-001-TRE-1 on April 1, 2015.  Each GO must complete and submit this declaration by March 24, 2015.  ERCOT will provide a copy of each declaration to the Texas Reliability Entity.
This notice also serves as a reminder that ERCOT has added five new report links to the Market Information System (MIS), as required by BAL-001-TRE-1.  The three following reports will be publicly posted on the Market Reports<http://www.ercot.com/mktinfo/reports/index.html> page of ERCOT.com, which does not require a Digital Certificate:

1)      BAL-001-TRE-1 Frequency Measurable Events
This report displays frequency measurable events observed in the ERCOT Interconnection.

2)      BAL-001-TRE-1 IMFR Methodology
This is an annual report that displays ERCOT's interconnection minimum frequency response (IMFR) computation methodology. ERCOT shall determine IMFR in December of each year for the following year.

3)      BAL-001-TRE-1 IMFR Performance
This is a monthly report that displays the ERCOT interconnection's combined frequency response for a rolling average of the last six (6) frequency measureable events (FME).
The following two certified reports are accessible only by those Market Participants with valid Digital Certificate roles:

1)      Initial and Sustained Primary Frequency Response Unit Performance

This report will be posted monthly to the Performance, Disturbance, Compliance Working Group (PDCWG) page on the MIS, and will only be accessible to PDCWG members with Digital Certificates with the "ICE_M_VIEW_PDCWG" role.  To become a PDCWG member, a Market Participant should complete and return the PDCWG Non-Disclosure Agreement (NDA), which can be obtained from ERCOT Legal at [log in to unmask]<mailto:[log in to unmask]>.



2)      Initial and Sustained Primary Frequency Response 12-month rolling
average Unit Performance
The Initial and Sustained Primary Frequency Response 12-month rolling average Unit Performance is available only to the QSE that represents the unit.  To view this report, a QSE must have a Digital Certificate with the "QSE_EXTRACTS" role.
A Market Participant should contact its User Security Administrator (USA) to have the "ICE_M_VIEW_PDCWG" and "QSE_EXTRACTS" Digital Certificate roles added.
