SHORT DESCRIPTION:  Implementation Details of NPRR710 and Other Binding Document, Methodology for Implementing Operating Reserve Demand Curve (ORDC) to Calculate Real-Time Reserve Price Adder

DAY AFFECTED:  October 22, 2015

LONG DESCRIPTION:  On October 22, 2015, Nodal Protocol Revision Request (NPRR) 710, Removal of ORDC Phase 2 Language and Modification to HASL Calculation, and Other Binding Document, Methodology for Implementing Operating Reserve Demand Curve (ORDC) to Calculate Real-Time Reserve Price Adder, will be implemented.  NPRR710 and the Other Binding Document were approved by the ERCOT Board on August 11, 2015. 

This NPRR and Other Binding Document remove ORDC Phase 2 language and change the High Ancillary Service Limit (HASL) calculation to remove unloaded Non-Frequency Responsive Capacity (NFRC), included in a Generation Resource’s High Sustained Limit (HSL), when a resource is telemetering a non-zero Responsive Reserve Ancillary Service Schedule. This adjustment allows for an ORDC payment for the NFRC capacity through the Ancillary Service imbalance Settlement. .Additionally  the HASL definition is clarified as it can be different depending on if it is used in the Resource limit calculator, Reliability Unit Commitment (RUC) optimization, or the capacity shortfall ratio share.

ADDITIONAL INFORMATION:  Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
