SHORT DESCRIPTION:  Garza – J L Bates Generic Transmission Constraint
INTENDED AUDIENCE:  ERCOT Market Participants

LONG DESCRIPTION:  On September 23, 2015, ERCOT notified the market of the potential need for a Generic Transmission Constraint (GTC) near the Garza – J L Bates 138 kV line upon the installation of a new Generation Resource.
ERCOT has completed its study and has determined that a GTC is needed.  This GTC has been established and identified as the Liston GTC (LISTON in the Network Operations Model).  The limits associated with this GTC may result from control instability of Generation Resources in the area.  ERCOT will begin enforcing the limits associated with this GTC starting November 12, 2015.
Details associated with all existing GTCs can be found on the ERCOT MIS Secure Area in the “Generic Transmission Constraints” portlet.  A Digital Certificate is required to access the MIS Secure Area.

SHORT DESCRIPTION:  Potential Need for a Garza – J L Bates Generic Transmission Constraint

LONG DESCRIPTION:  A Full Interconnection Study (FIS) recently completed by American Electric Power, for a proposed Generation Resource, indicates that ERCOT may need to create a Generic Transmission Constraint (GTC) near the Garza – J L Bates 138 kV line upon the installation of the proposed Generation Resource.  The potential GTC would be established to help prevent the potential for localized instability with existing and planned Generation Resources in the area.
The purpose of this notice is to provide contemporaneous notification to all ERCOT Market Participants about the potential need for the new GTC. No details associated with this potential GTC are available at this time, as ERCOT has not completed its own study, which would include the determination of how the potential GTC would be defined.  ERCOT will provide a follow-up notice once studies are complete and a determination is made on the need for a GTC in the area.
