SHORT DESCRIPTION:  Implementation Details of NPRR703 and PGRR044

INTENDED AUDIENCE:  ERCOT Market Participants

DAYS AFFECTED:  December 10, 2015

LONG DESCRIPTION:  On December 10, 2015, Nodal Protocol Revision Request (NPRR) 703, Clarification of Disclosure Requirements for GINR Study Information, and Planning Guide Revision Request (PGRR) 044, MIS Classification of GINR Study Information, will be implemented.  NPRR703 and PGRR044 were approved by the ERCOT Board on August 11, 2015.

NPRR703 clarifies ERCOT’s disclosure obligations concerning Full Interconnection Study (FIS) studies, allowing disclosure of all FIS studies except stability studies and subsynchronous oscillation studies via the Market Information System (MIS) Public Area.

 

PGRR044 changes the MIS classification of certain studies undertaken as part of the Generation Interconnection or Change Request (GINR) process and requires ERCOT to post ERCOT's security screening study and three parts of a Transmission Service Provider's (TSP's) FIS - the steady-state, system protection, and facility study - to the MIS Secure Area, making that information available to all Market Participants. 

 

PGRR044 also clarifies that economic studies for transmission projects proposed as a result of a new GINR project must be posted to the MIS Secure Area; adds the appropriate Market Participant category to the data set table where it indicates that certain information will be posted to the MIS Certified Area; and clarifies that the final stability study and any subsynchronous oscillation (SSO) study should be submitted to ERCOT separately from the remainder of the FIS to facilitate posting on the appropriate areas of the MIS.

 

Changes on the MIS for PGRR044 include the following:

 

The certified portlet named Generation Interconnection Request (INR) Studies on the Grid – Resource Integration page will be changed to TSP Generation Interconnection (INR) Studies.  Changes also include 14 link name changes in this portlet:  2006 (through 2020) Interconnection Requests will be changed to 2006 (through 2020) GINR Stability and SSO Reports.

 

A new MIS Secure Area portlet named Partial Generation Interconnection (INR) Studies will be added on the Grid – Resource Integration page and will contain the following links:
