SHORT DESCRIPTION:  Implementation Details of NPRR663 and NPRR689

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  February 10, 2016

LONG DESCRIPTION:  On February 10, 2016, Nodal Protocol Revision Request (NPRR) 663, Ancillary Service Insufficiency Actions and NPRR689, Settlement of Ancillary Service Assignment in Real-Time Operations will be implemented. NPRR663 and NPRR689 were approved by the ERCOT Board on October 13, 2015. 

NPRR663 specifies the actions ERCOT will take to ensure sufficient Ancillary Service capacity exists in the event that ERCOT is unable to procure enough Ancillary Service capacity to meet its Ancillary Service Plan through the Day-Ahead Market (DAM) or insufficient Ancillary Service capacity exists after increasing Ancillary Service requirements after DAM clearing.

NPRR689 provides a Settlement mechanism for NPRR663 by addressing the Settlement of Ancillary Services assigned during Real-Time Operations. There are no system changes being implemented for NPRR689. The Settlement for NPRR689 will be a dispute contingent and manual process that will be invoiced via a miscellaneous Invoice.

ADDITIONAL INFORMATION:  Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
