SHORT DESCRIPTION: Issue with Daily RUC Off-Line Generation Resources Initial Conditions report

INTENDED AUDIENCE: ERCOT Market Participants

LONG DESCRIPTION:  During the 2016 R3 release, ERCOT began posting the Daily RUC Off-Line Generation Resources Initial Conditions report (EMIL ID NP5-113-CD) to the Market Information System (MIS) Certified area for QSEs. An issue was detected with the report resulting in some values showing as zero or null for some resources. At this time, ERCOT has stopped publishing the report and pulled all previously generated files. ERCOT plans to start republishing the certified reports with the 2016-R5 release, currently slated for November 3, 2016.
