SHORT DESCRIPTION:  Implementation Details of NPRR712

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  October 1, 2016

LONG DESCRIPTION:  On October 1, 2016, Nodal Protocol Revision Request (NPRR) 712, Clarification of RUC Process, will be partially implemented.  NPRR712 was approved by the ERCOT Board on December 8, 2015.

NPRR712 will add a list of Off-line available Resources having a start-up time of one hour or less into each RUC process. For each RUC process, ERCOT will review this list of Off-line available Resources having a start-up time of one hour or less in addition to the RUC optimization committed Resources before issuing Dispatch Instructions to QSEs to commit, extend, or decommit Resources.

All Protocol language related to NPRR712 will be unboxed with the exception of paragraph (3) of Section 8.1.2, Current Operating Plan (COP) Performance Requirements. 

ADDITIONAL INFORMATION:  Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
