SHORT DESCRIPTION:  Final determination of RMR status for Calpine Corp (RE), CTL_GT_102, CTL_GT_103, CTL_GT_104, CTL_ST_101, CTL_ST_102

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  February 1, 2017

LONG DESCRIPTION:  On August 11, 2016, ERCOT received a Notification of Suspension of Operations (NSO) for the following Generation Resources:

The NSO indicates that the Resource will be decommissioned and retired February 1, 2017. 

Pursuant to paragraph (5) of ERCOT Protocol Section 3.14.1.2, ERCOT is issuing a final assessment that this Generation Resource is not needed for Reliability Must-Run (RMR) Service.

On September 1, 2016, ERCOT issued its initial determination that Calpine Corp (RE), CTL_GT_102, CTL_GT_103, CTL_GT_104, CTL_ST_101, CTL_ST_102, was needed to support ERCOT transmission system reliability.  (See Market Notice W-A081116-02 below).  On October 10, 2016, ERCOT issued a Market Notice deferring its final determination until Wednesday, October 12, 2016, so that the ERCOT Board of Directors (ERCOT Board) could consider Nodal Protocol Revision Request (NPPR) 788, RMR Study Modifications.  (See Market Notice W-A081116-03 below).

On October 11, 2016, the ERCOT Board considered and approved NPRR788 which became effective today, October 12, 2016.  ERCOT has incorporated the new RMR study criteria of NPRR788 into its planning analysis.

ERCOT has completed additional studies and confirmed that the Calpine Corp (RE), CTL_GT_102, CTL_GT_103, CTL_GT_104, CTL_ST_101, CTL_ST_102, is now not needed to support ERCOT transmission system reliability.  As such, Calpine Corp (RE) may decommission and retire on February 1, 2017.

ADDITIONAL INFORMATION:  ERCOT has posted the analysis performed to arrive at its determination on the Generation page of the Market Information System (MIS) Secure Area.  An ERCOT Digital Certificate is required to access the MIS.

SHORT DESCRIPTION:  Deferral of final determination for Calpine Corp (RE), CTL_GT_102, CTL_GT_103, CTL_GT_104, CTL_ST_101, CTL_ST_102 until Wednesday, October 12, 2016

INTENDED AUDIENCE:  ERCOT Market Participants

LONG DESCRIPTION:  On August 11, 2016, ERCOT received a Notification of Suspension of Operations (NSO) for the following Generation Resources:

The NSO indicates that the Resource will be decommissioned and retired February 1, 2017. 

On September 1, 2016, ERCOT issued a Market Notice with its initial determination indicating that these Generation Resources are needed to support ERCOT transmission system reliability.  ERCOT further indicated that it would issue its final determination on or before October 10, 2016.

However, for several months, stakeholders have been discussing Nodal Protocol Revision Request (NPRR) 788, RMR Study Modifications.  This NPRR modifies the requirement for Reliability Must-Run (RMR) studies to use processes consistent with ERCOT planning studies.  In addition, the NPRR introduces a new requirement that a potential RMR Unit must have a meaningful impact on the expected transmission overload to be considered for an RMR Agreement.  Thus, the NPRR materially changes the way in which ERCOT conducts RMR studies and therefore may impact its final determination decision. 

NPRR788 was approved by the Technical Advisory Committee (TAC) at its September 29, 2016 meeting.  TAC has issued its Report and Impact Analysis on NPRR788 to the ERCOT Board of Directors (ERCOT Board) for consideration at its October 11, 2016 meeting.

In light of the above information, ERCOT is deferring its final determination on the need for these Generation Resources until the ERCOT Board’s consideration of NPRR788.  ERCOT will issue a Market Notice with a final determination for these Generation Resources on Wednesday, October 12, 2016.

LONG DESCRIPTION:  On August 11, 2016 ERCOT received a Notification of Suspension of Operations (NSO) for the following Generation Resources:

The proposed effective date for the suspension of Calpine Corp (RE) – CTL_GT_102, CTL_GT_103, CTL_GT_104, CTL_ST_101, and CTL_ST_102 is February 1, 2017. 

Pursuant to requirements under ERCOT Protocols Section 3.14.1.2 (3), ERCOT is issuing an initial determination that these Generation Resources are needed to support ERCOT transmission system reliability.

ERCOT intends to continue to review the impacts of this NSO on transmission system reliability, in coordination with the impacted transmission owners, in an effort to develop alternative solutions. On or before October 10, 2016, ERCOT will issue its final determination of whether these Generation Resources are necessary for providing voltage support, stability or management of localized transmission constraints under applicable reliability criteria.
