SHORT DESCRIPTION:  Disclosure of Certain Generation Resource Information to Texas Reliability Entity

INTENDED AUDIENCE:  Resource Entities

LONG DESCRIPTION:  On March 10, 2017, ERCOT received a request from Texas Reliability Entity, Inc. (Texas RE) on behalf of the North American Electric Reliability Corporation (NERC) seeking certain information that NERC intends to use as part of a special reliability assessment evaluating “impacts to Bulk Power System (BPS) reliability as a result of disruptions and the loss of major natural gas infrastructure facilities (e.g., storage facilities, key pipeline segments, liquefied natural gas terminals).”  A copy of the request is attached to this Notice.  The request specifically directs ERCOT as follows:

1. Provide the following information (by natural gas generator site) based on the most recent Winter Fuel Survey and latest gas curtailment risk study for the ERCOT assessment area:

a. Primary Fuel;

b. Alternative Fuel(s) (if any);

c. Alternative Fuel(s) Capacity (as a percent of maximum generator site capacity); and

d. Name of gas pipeline(s) or LDC connected to generator site, and MW equivalent of Firm gas transport for each.

ERCOT regards information about alternative fuel capability, alternative fuel capacity, and gas contract information to be Protected Information under Protocols Section 1.3.1.1(m).  Protocols Section 1.3.6(1)(i) authorizes ERCOT to disclose such information to NERC “if required for compliance with any applicable NERC requirement “ so long as ERCOT “make[s] reasonable efforts to restrict public access to the disclosed Protected Information as reasonably possible.”  NERC Rule of Procedure 804 requires entities under NERC’s jurisdiction to provide data requested for purposes of conducting assessments such as the one described in Texas RE’s data request.  NERC Rule of Procedure 1500 requires NERC and Texas RE to preserve the confidentiality of information provided pursuant to such requests.  ERCOT will mark all Protected Information as confidential information when providing it to Texas RE.  ERCOT believes these rules and measures are sufficient to ensure the confidentiality of Protected Information provided pursuant to this request, satisfying the conditions for disclosure in Section 1.3.6(1)(i). 

Protocols Section 1.3.4 requires ERCOT to give notice before disclosing Protected Information pursuant to Section 1.3.6.  ERCOT hereby provides notice that it intends to provide the requested information to Texas RE no sooner than seven days after the date of this Notice.
