NOTICE DATE: April 20, 2017
NOTICE TYPE: M-D033117-02 Settlements
SHORT DESCRIPTION: Reminder - Implementation of NPRR746 and NPRR786
INTENDED AUDIENCE: ERCOT Market Participants
DAYS AFFECTED: May 11, 2017
LONG DESCRIPTION: As
part of the 2017-R2 scheduled release, ERCOT will be implementing Nodal Protocol Revision Request (NPRR) 746,
Adjustments Due to Negative Load and NPRR786, Consumption Data Adjustments for Negative Load, effective on Operating Day May 11, 2017. These NPRRs introduce adjustments to the Settlement equations
to resolve settlement issues arising from QSEs being assigned negative Load.
Protocol Section 4.2.1.2 adjustment:
The LRSQSE calculation will be modified such that if the resultant QSE-level share is negative, the QSE$B!G(Bs share will be set to zero and all other QSE shares will be adjusted on a pro rata basis such that the sum of all shares is equal to one.
PRELIMLRSQSEq,y =
max(0,
SUMPRELIMLRSQSE=$B-t(BPRELIMLRSQSE
LRSQSE=IF((SUMPRELIMLRSQSE-1)>0, PRELIMLRSQSE - (SUMPRELIMLRSQSE-1)*PRELIMLRSQE/SUMPRELIMLRSQSE, PRELIMLRSQSE)
Protocol Section Addition:
6.6.2.3 ERCOT Total Adjusted Metered Load for an Operating Hour
ERCOT total AML (excluding the DC Tie export associated with the QSEs under the Oklaunion Exemption) for an Operating Hour is calculated as follows:
HRTAMLTOT =
(max(0,
RTAML
q, p) )
Protocol Section 6.6.2.3 becomes 6.6.2.4 and the equation is modified as below:
HLRS q = (max(0,RTAML
q, p, i)) / (HRTAMLTOT)
Protocol Sections 6.6.11.1, and 6.6.11.2, will have the following definition change:
ERSLRS qc(tp) |
None |
ERS Load Ratio Share per QSE per ERS Contract Period per ERS Time Period per ERS Service Type—ERS LRS for QSE
q for ERS Contract Period c, ERS Time Period tp and ERS service type
d, calculated starting with the first hour of the ERS Contract Period and ending with the earlier of the last hour of the ERS Contract Period or the hour containing the recall instruction in an ERS deployment event that results in the exhaustion of a
QSE portfolio$B!G(Bs ERS obligation.
If the resultant QSE-level share is negative, the QSE$B!G(Bs share will be set to zero and all other QSE shares will be adjusted on a pro rata basis such that the sum of all shares is equal to one. |
Protocol Section 7.5.7
The billing determinant MLRSZ (Monthly Load Ratio Share Zonal) will be modified such that if the sum of the QSE load in a load zone is negative, their MLRSZ value will be zero and negative load will not be included
when ERCOT creates billing determinant RTAMLLZTOT (Real-Time Adjusted Metered Load by Load Zone Total).
The following equations will have a max(0) introduced:
6.6.2.1 ERCOT Total Adjusted Metered Load for a 15-Minute Settlement Interval
RTAMLTOT =
(max(0,RTAML
q, p))
6.6.2.2 QSE Load Ratio Share for a 15-Minute Settlement Interval
LRS q = (max(0,RTAML
q, p)) / RTAMLTOT
9.16.1 ERCOT System Administration Fee
ESACAMTq = LAFF * max(0,
RTAMLq,
p )
9.19.1 Default Uplift Invoices
URTAMLmp = max (0,$B-t(Bp, i (RTAMLmp, p, i))
11.4.5 (2,3) Adjustment of Consumption Data for Losses
(2) NDLAL
i Aggregated Group = Max (0, L i Aggregated Group) * 1 / (1- DLF
i Aggregated Group)
(3) NLAL i
Aggregated Group = Max (0, NDLAL
i Aggregated Group) * 1/ (1 - TLF i)
11.4.6.4 Unaccounted For Energy Allocation to Load Serving Entities within Unaccounted For Energy Categories
UFE PRiz LSE = UFE PRiz
* (Max (0, L PRiz LSE) / L PRiz)
UFE IDRiz LSE = UFE
IDRiz * (Max (0, L IDRiz LSE) / L
IDRiz)
UFE TRiz LSE = UFE
TRiz * (Max (0, L TRiz LSE) / L
TRiz)
UFE TNOIEiz LSE = UFE TNOIEiz * (Max (0, L
TNOIEiz LSE) / L TNOIEiz)
