SHORT DESCRIPTION:  Additional details of Implementation of NPRR744

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  June 1, 2017

LONG DESCRIPTION:  ERCOT will be implementing Market Management System (MMS) and settlement changes for Nodal Protocol Revision Request (NPRR) 744, RUC Trigger for the Reliability Deployment Price Adder and Alignment with RUC Settlement, on Operating Day June 1, 2017.

Starting from Operating Day June 1, 2017, if the Qualified Scheduling Entity (QSE) decides to buy back the Reliability Unit Commitment (RUC) commitment the QSE is required to set the telemetered Resource Status of the RUC-committed Resource to ONOPTOUT for the first Security-Constrained Economic Dispatch (SCED) run that the Resource is On-Line and available for SCED dispatch during the first hour of a contiguous block of RUC-Committed Hours. The QSE is still required to update the Current Operating Plan (COP) with expected operational status for all hours before the end of the Adjustment Period, including the RUC-Committed Hours.

During the first Operating Day with NPRR744 in effect, there may be limitations in the ERCOT system functionality for validating that telemetered Resource Statuses remain in alignment with the QSE's opt out decision, as determined by the Resource Status provided by the QSE for the first SCED run that the Resource is On-Line and available for SCED dispatch during the first hour of a contiguous block of RUC-Committed Hours.  Concerns with Resource Status inconsistencies that are not addressed by system functionality will be communicated to the QSE by the ERCOT System Operator.

The implementation start time for system changes is subject to change depending on system conditions at that time. Impacts due to the implementation will be communicated in a 1-day Market Notice.

ADDITIONAL INFORMATION:  Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.

LONG DESCRIPTION:  ERCOT will be implementing Market Management System (MMS) and settlement changes for Nodal Protocol Revision Request (NPRR) 744, RUC Trigger for the Reliability Deployment Price Adder and Alignment with RUC Settlement, between May 29 and June 2, 2017.

NPRR744 proposes to use a telemetered snapshot at the start of each Reliability Unit Commitment (RUC) block as a trigger for the adder created by NPRR626, Reliability Deployment Price Adder.

********* Security-Constrained Economic Dispatch (SCED) will take a snapshot of telemetered Resource status of the RUC-committed Resource for the first SCED run that the Resource is On-Line and available for SCED dispatch during the first hour of the RUC block.

********* SCED will determines the buyback flag for the entire RUC block based on the telemetered status snapshot

o   If the snapshot status is ONOPTOUT, SCED will set the buyback flag to "YES" indicating that the Resource's Qualified Scheduling Entity (QSE) successfully bought back the RUC block.

o   Otherwise SCED will set the buyback flag to "NO" indicating that the Resource's QSE did not successfully buy back the RUC block.

********* SCED will use the RUC block and the determined buyback flag to validate the telemetered Resource status and override the telemetered status if it is inconsistent with the determined buyback flag.

********* SCED will use the determined buyback flag and the validated Resource status to trigger the Real-Time On-Line Reliability Deployment Price Adder (RTORDPA) calculation for the RUC block.

********* MMS will send XML notification messages to the affected QSE

o   When the buyback flag is set by SCED

o   When there is a Resource status override by SCED

NPRR744 impacts also include changes to the existing NP5-513-CD RUC Buy-Back Hours (Report Type ID 13102). This report will include the RUC buyback Resources and hours for current Operating Day to the MIS Secure Area on an hourly basis. An updated Current Day Reports XSD will be posted in support of these report changes.

NPRR744 also puts into effect a new RUC Resource Buy-Back process by which a QSE can opt out of RUC Settlement using the buyback flag set by SCED telemetry, regardless of the timing of the notification of the RUC. This new process replaces the current RUC Settlement opt out method using Current Operating Plan (COP) status.

********* Settlements will consume a new data element that identifies when a QSE has successfully opted out of RUC settlement, in accordance with ERCOT Protocols Section 5.5.2 (11). This new bill determinant, BUYBACK, will equal 1 if the opt-out attempt is successful, 2 if the opt-out attempt is un-successful or no attempt is made, and 0 for hours that are not RUC-committed.
